PPS SERVICES... CBRN MANAGEMENT TRAINING - course content The course has a strong emphasis on preparedness, including training for such an event. This includes ensuring that a training plan is in place and the course will look at the construction of a Training Needs Analysis (TNA). CBRN Practitioner and MIMMS would be an ideal provider for this process, once the TNA has been completed. The course will point them in the right direction to help them construct their own training plans and exercises. In addition to training, Risk Assessment guidance is also discussed regarding the safe handling and management of any equipment and incident sites. STRATEGIC PLANNING |

| Aimed
at all NHS Stakeholders involved at this level of planning. Senior decision
makers and influencers. The Management course is very much about planning and understanding, not about how to actually erect decontamination shelters or how to physically manage the scene on incident. We cater for both of these elements under MIMMS and CBRN Management. ROLES & RESPONSIBILITIES “What is my role & responsibilities”. This question is for Senior Managers, Directors and above. It details what the Senior Management and Directors roles are, including corporate responsibility. CAPACITY Looks at the organisations capability to manage an incident, looking at the scale and types of incidents. The question which is posed and looked at is “How will manage the incident and what are my strategies.” Emphasis is placed on a ‘whole systems approach to resolving and managing the incident”. This leads onto the next point… MULTI-AGENCY Focus is given to the fact that any response must be a multi–agency response, and not just the NHS. This is not limited to just the emergency services, but includes the wider NHS, voluntary sectors, local authorities etc. The course provides an understanding of the other agencies involved and their interaction with the delegates’ organisation. MAJOR INCIDENT PLAN Incorporating the CBRN Planning into their organisations current Major Incident Plan and training exercises. Again this would be a part of the training planning. GEOGRAPHICAL & THE LONG TERM EFFECTS An area which we have not really pushed when selling the course is the geographical effects and possible long term effects on the Health Economy. The course looks at regional variances and how they will interact from an NHS perspective, but also at the effects to the Health Economy over the years. For example if an agent was released that raised the chances significantly over a period of say a disease like lung cancer, then the repercussions are discussed along with the long term planning arrangements, such as does the local health economy have the resources (physical and financial) to enable the treatment. Will neighbouring authorities be required to assist long term, how will they cope? Elective surgery may need to be cancelled for certain areas, again this will effect the planning process and organisation of a Trust, again what plans are, or could be put into place to manage this situation. COSTS FOR DELIVERY What are the real costs for delivery and do they understand them? This starts at the very beginning, attending the CBRN management course, Practitioner course etc is all part of the real cost. The costs looked at start from conception of the planning process to the actual delivery. This includes the training element. Looks at the physical and financial consequences. GAP ANALYSIS Discussion on the creation of a GAP Analysis to ensure that they understand what they need in terms of being ready for delivery, from where they are at the time of completion. This section also includes discussing the creation of an action plan for completion. PRESS & MEDIA INTERACTION Explanation of the NHS Media response to a CBRN Incident and how to ‘plug in’ to this process. Also details the levels of government/health service who will co-ordinate this element. PSYCHOLOGICAL The course does not go into too much detail on this element as it is touched on under the MIMMS course in more detail relating to an incident, but it is touched on. Other elements of the course in terms of planning will discuss the “worried well” percentage who may possibly self refer because that they think they have the symptoms, when they may be perfectly fine, again could possibly effect the ability of the organisation to manage the incident effectively. IMPACT If an organisation is going to assist others, or encounter a CBRN incident, what they going to do to reduce their own impact on their other services, such as reducing/suspending an elective surgery and clinics, and how/what resources would they have to communicate this with their patients.
